When I select “cover” for background image, it makes it enormous. So instead of making it resize according to the size of the browser, it just makes it huge so that if you have a browser the size of a football field, you might see the entire image. Is this intentional? Fix for it?

If I don’t select “cover” the image sizes fine but doesn’t cover the full width of the browser if seen on a larger screen.

The meaning of Cover is that the image will always cover the entire container.
When there is an image with information on one side (as in your case), it is better to create 2 sections:
One that will be visible on desktop and the other one on mobile.
This way you can create an image specifically with mobile on your mind, and get optimal results.
