I’m quite sure but anyway, the best way to test it is by switching your theme.
Try to switch it to Twenty Sixteen or other default WP theme.

As far as i know it’s not a default behavior of Woocommerce.
Anyway, i suggest you will contact Woocommerce support for additional help.It’s something that involve many changes.
I would strongly suggest to consult with a developer/programmer about this.Unfortunately, this is not something we can support with.

As i can see, the contact form on the footer and the one on contact us page, works fine.
